Short answer: most basement finishes along the Wasatch Front cost $35 to $75 per square foot. A typical 1,000 square foot basement with two bedrooms, a bathroom and a family room comes to about $40,000 to $70,000. It is still the least expensive way to add living space to most Utah homes.

What Drives the Cost

  • Bathrooms. A basement bathroom is often the single biggest line item, especially if drains must be cut into the slab or an ejector pump is needed.
  • Egress windows. Each new bedroom without one needs an egress window cut into the foundation, with a well and cover.
  • Kitchenette or full kitchen for a rental suite.
  • Finishes: luxury vinyl plank vs carpet vs tile, trim style, doors and lighting.
  • HVAC and electrical: extending ducts and adding circuits, and sometimes upgrading the electrical panel.
  • Moisture work: fixing grading, gutters or seepage before anything is framed.

Egress Window Rules for Basement Bedrooms

Utah cities use the International Residential Code, which requires every sleeping room, including basement bedrooms, to have an emergency escape and rescue opening. For a typical egress window, the main requirements are:

  • Opening size: at least 5.7 square feet of net clear opening (5.0 square feet is allowed for openings at or below grade).
  • Minimum height and width: at least 24 inches of clear height and 20 inches of clear width when the window is open.
  • Sill height: no more than 44 inches above the finished floor.
  • Window well: at least 9 square feet of floor area, at least 36 inches wide and 36 inches out from the wall.
  • Deep wells: a well deeper than 44 inches needs a permanently attached ladder or steps.

Your city’s building department has the final word, and some cities add local amendments. A room without a compliant egress opening cannot be called a bedroom, which matters for safety, insurance and resale.

Permits and Inspections

Every Wasatch Front city requires a building permit to finish a basement. Expect inspections for framing, electrical, plumbing, mechanical and insulation before drywall, and a final inspection at the end. A permitted finish protects your resale value; unpermitted basements often cause problems when you sell.

Planning a Basement Apartment

Since 2021, Utah law generally requires cities to allow internal accessory dwelling units, like a basement apartment, in owner-occupied single-family homes. Cities can still require things like extra parking and registration, and a rental unit needs its own egress, smoke and carbon monoxide alarms and proper separation. Plan the layout for a rental from the start; it is far cheaper than converting later.

Before You Start

  • Test for radon. Elevated radon is common in parts of Utah. Test before finishing, because a mitigation system is easier to install while walls are open.
  • Fix water first. Check gutters, downspouts and grading, and look for stains or efflorescence on the foundation walls.
  • Check ceiling height and ducts, and plan soffits early.

How to Save

  1. Keep the bathroom near existing plumbing.
  2. Use luxury vinyl plank instead of tile for most of the floor.
  3. Use existing window openings for bedrooms when they can be enlarged to egress size.
  4. Ask for builder price through the Winter Model Home Program (contracts signed by December 31, 2026).
